Neumarkt an der Ybbs is a small market town in Lower Austria, and this 30 Heller note belongs to the vast wave of Austrian Notgeld issued between 1920 and 1921 when postwar coin shortages left local communities printing their own emergency small change. The Marktgemeinde — not a bank — was the issuing authority, which was entirely typical for this period and legally sanctioned under emergency provisions.
The 30 Heller denomination is slightly less common than the 10, 20, or 50 Heller values that dominated local Austrian issues. Many of these town-issued notes were redeemed and destroyed within months once coin circulation recovered in 1922.
