Austrian municipal notgeld of this period was issued under a practical necessity — the postwar coin shortage was acute enough that hundreds of small communities printed their own emergency fractional currency between 1919 and 1922, Natternbach among them. The Gemeinde had no particular printing infrastructure; these small-denomination notes were typically produced by regional commercial printers working through a backlog of similar civic commissions across Upper Austria.
The 30 Heller denomination sits at an odd fractional value that reflects exactly how granular the shortage had become — not just coins in general, but specific low denominations that commerce could not function without.
