Austrian Notgeld of this type was issued by municipalities under emergency authorization following the economic collapse at the end of World War I, when small-denomination coinage had effectively vanished from circulation — hoarded, melted, or simply not produced in sufficient quantities. Hofkirchen im Mühlkreis, a small market town in Upper Austria's Mühlviertel region, issued these notes locally to keep everyday transactions functional.

The "b" variant designation in the Jaksc reference suggests at least two distinct printings or paper varieties within the 30 Heller denomination for this issuer — worth examining carefully against the type specimen.
