Pupping is a small market commune in the Eferding district of Upper Austria, and its decision to issue notgeld in 1920 places this piece in the final phase of Austrian municipal emergency money — by then more a collector-driven phenomenon than a genuine response to coin shortage. The Österreichische Notgeld boom had already peaked, and many smaller communes issued these late pieces knowing full well they would go straight into collector albums rather than local shops.
The Jaksch reference confirms this as a documented issue, though the 30 Heller denomination is slightly unusual — most commune series favored round figures or standard 10/20/50 splits.
