Antigua & Barbuda gained full independence from Britain on 1 November 1981, and this gold foil piece was struck to mark that occasion — one of several non-circulating legal tender issues the newly independent government produced for the collector market. The "Hermit of the Sea" designation refers to the hermit crab, the national symbol, lending the issue a degree of local identity that distinguishes it from the generic commemorative output common among small Caribbean states in this period.

Gold foil notes of this type were produced by specialist security printers working the commemorative trade in the early 1980s. They never circulated.
