The choice of an endangered coastal bird as the central theme was deliberate — the brown pelican was a recognized symbol of Caribbean ecology at a moment when conservation discourse was gaining traction internationally. Gold foil "banknotes" of this type occupy an awkward category: legal tender in name, novelty item in practice. Antigua was not alone in issuing them — several small island states used commemorative foil currency in the early 1980s as controlled-mintage collectibles rather than circulating instruments.
