Antigua and Barbuda gained full independence from Britain on November 1, 1981, making this 1982 issue one of the first commemorative coinages struck under the new nation's own authority. The $30 denomination was chosen to align with the silver content and prestige tier typical of Franklin Mint–produced Caribbean commemoratives of the period, rather than reflecting any circulating currency reality.
