The one-kilo Australian Kookaburra series began in 1990, with Perth introducing the large-format silver piece partly to compete with established bullion programs and partly to exploit growing collector demand for oversized coins in the Asian market — particularly Hong Kong and Singapore dealers who were aggressively buying inventory in the mid-1990s. The 1999–2000 issue sits at the transition between two catalogue references, KM#617 and KM#610, reflecting a design change between the two calendar years that the series has always incorporated annually to prevent hoarding and maintain collector interest.

Mintage on one-kilo pieces has historically been capped well below Perth's smaller bullion issues. The face value of thirty dollars bears no relationship to silver spot.
