Turkey's scouting commemoratives of the early 1980s were issued under the military government that had seized power in the September 1980 coup — an awkward backdrop for celebrating youth movement ideals. The World Scout Foundation series produced across multiple nations during this period often served as much as foreign-currency earners through collector sales as anything else, and Turkey's Darphane was an active participant in that market.
