Obverse description Central field features the Turkish crescent and star emblem at top, flanked by a wheat stalk to the left and an olive branch to the right, the two sprigs crossing at the base. The denomination 30000 LIRA is inscribed in two lines at centre. The circular legend TURKiYE CUMHURiYETi arcs around the upper periphery, separated by dot stops, with the mint mark appearing at the lower centre between the crossed sprigs.

Turkey's scouting commemoratives of the early 1980s were issued under the military government that had seized power in the September 1980 coup — an awkward backdrop for celebrating youth movement ideals. The World Scout Foundation series produced across multiple nations during this period often served as much as foreign-currency earners through collector sales as anything else, and Turkey's Darphane was an active participant in that market.
