Stollberg's district authority issued this 30-billion-Mark note during the final, most vertiginous weeks of the 1923 hyperinflation, when municipal and district bodies across Saxony were printing emergency Notgeld simply to keep payroll moving. By October 1923, the Reichsbank's own supply chain had collapsed under demand, and local printers like Ratsdruckerei R. Dulce in Glauchau were filling the gap. The watermarked paper suggests deliberate effort to deter forgery — a concern that sounds almost absurd given how rapidly these denominations lost all meaning.

The Keller suffix ".4" distinguishes this from closely related variants in the same series.
