The Chinese Panda series launched in 1982, making 2007 its 25th anniversary — the occasion for this commemorative issue. One defining quirk of the Panda program is that the reverse design changes nearly every year by policy, a deliberate decision by the People's Bank to drive collector demand. That strategy worked: by the mid-2000s, Panda coins had become among the most aggressively collected modern bullion issues worldwide, with a secondary market that occasionally dwarfs face value by orders of magnitude.
The 3 Yuan denomination itself is a commemorative-only figure with no circulation history.
