China's Panda series launched in 1982 as one of the first bullion programs from the People's Republic aimed explicitly at international collectors and investors — a deliberate foreign-exchange strategy during the early reform period under Deng Xiaoping. The 25th anniversary issue in 2007 marked a quarter-century of what had become one of the most actively traded silver bullion series globally, distinguished by its annual design changes, a policy unique among major sovereign bullion programs at the time.
The 7.77g specification — exactly one quarter troy ounce — was chosen to align with existing fractional bullion market conventions.
