China's Panda bullion series launched in 1982, making 2007 the 25th anniversary — though the series is better known for an unusual policy decision than for milestone issues: unlike virtually every major bullion program worldwide, the Chinese Mint changes the panda design annually, a deliberate choice that transformed the series into a collector-driven market almost immediately. This 3 Yuan denomination sits outside the standard bullion weights, issued specifically for the anniversary rather than as a regular series entry.
