China's Panda bullion series launched in 1982 as one of the first modern bullion programs issued by the People's Republic, initially benchmarked against the American Eagle and Maple Leaf programs then gaining traction in Western markets. The 3 Yuan denomination is an oddity — essentially a product of the commemorative format rather than any circulating monetary reality, created specifically to accommodate the smaller silver weight without forcing it into an existing denomination structure.
The 25th anniversary issues of 2007 included both this piece and a suite of larger commemoratives, with the series notable for having changed its gold panda design annually since inception — a policy that generated significant collector controversy and drove speculative premiums throughout the 1980s and 1990s.
