The Chinese Panda series launched in 1982 as one of the first bullion programs issued by the People's Republic, arriving just as China was reopening its economy to foreign investment and hard-currency trade. The 25th anniversary issue in 2007 marked that milestone with a retrospective design rather than the annually changing motif the series is known for — a deliberate break from the program's defining characteristic.

KM#1748 is among the smaller-denomination silver strikes in the anniversary release, part of a multi-coin set that year spanning several weights and metals.
