The Mongolian Trade and Industry Bank — Mongolын Худалдаа Аж Үйлдвэрийн Банк — was effectively an arm of Soviet financial policy, and its 1941 series reflects that plainly. Goznak had been producing Mongolian currency since the 1920s, and the relationship was less a commercial printing contract than an extension of Soviet administrative control over the MPR's monetary system.

The 1941 date is significant. Mongolia was being drawn deeper into Soviet wartime logistics at precisely this moment, with the Khalkhin Gol victory of 1939 having consolidated the USSR's strategic grip on the country. Currency stability — and its production in Moscow — was part of that arrangement.
