The Mongolian Trade and Industry Bank was the sole bank of issue in the Mongolian People's Republic throughout this period, functioning entirely under Soviet financial oversight. The 1939 series — of which this 3 Tögrög is part — was printed by Goznak in Moscow, the same state security printing house responsible for Soviet currency itself. That relationship was not incidental: Mongolia's monetary system was structurally integrated with Soviet planning, and having Soviet presses produce the notes was a practical extension of that arrangement.

Goznak's involvement guaranteed high intaglio quality, but also meant Mongolian currency design decisions effectively passed through Moscow.
