The Emissionniy Bank of Kiev was a German-established institution, set up during the Nazi occupation of Ukraine following the rapid advance of Army Group South in 1941. These low-denomination notes were part of a Reichskommissariat Ukraine currency system designed to replace Soviet rubles and control the occupied economy — not a Ukrainian national issue in any meaningful sense.
The 1, 2, 3, and 5 Karbovanets/Ruble denominations were printed locally in Kiev under occupation authority. Wartime paper quality was inconsistent, and surviving notes often show foxing or brittleness along the folds.
