The central field carries a pale underprint of the Riga city coat of arms, over which the denomination "Trīs rubļi" is set in large Gothic blackletter script flanked by the numeral "3" on each side. The lower portion bears the issuing authority, the place and date of issue (Rīgā, 15. augustā 1919. g.), a statutory counterfeiting warning, two manuscript signatures, and a printed serial number in red. |

The Riga City Council began issuing emergency municipal notes in 1919 during one of the most unstable periods in Latvian history — the city changed hands multiple times that year between German Freikorps units, Bolshevik forces, and nascent Latvian national troops. These notes were a local stopgap, filling a vacuum left by the collapse of Tsarist and German occupation currencies.
Municipal issues from this period were printed under severely constrained conditions and frequently show uneven ink distribution and registration inconsistencies as a result. Not a defect to penalize — a documented characteristic of the series.
