Beschrijving voorzijde Central vignette of a double-headed eagle at upper centre, flanked by the large Cyrillic denomination ТРИ РУБЛЯ in bold letterpress. The year 1918 is integrated into the central design. Serial number and control number appear at left and right, with bilingual inscriptions in Cyrillic and Arabic script. Two manuscript signatures of the Upravlyayushchiy and Kassir appear at lower centre, and a guilloche border frames the entire face.

Выпущенъ по распоряжению Совета Народныхъ Комиссаровъ Туркестанскаго края согласно постановлению, состоявшемуся при участии Совета Народныхъ Комиссаровъ, представителей ведомствъ Финансовъ, Государственнаго Контроля и Государственнаго Банка и кредитныхъ учреждений г. Ташкента.
Имеетъ хождение наравне съ Государственными кредитными билетами въ пределахъ Туркестанскаго края. Обезпеченъ хранящимися въ Ташкентскомъ Отделении Банка разменными запасами денежными знаками крупныхъ достоинствъ.

The Turkestan District notes of 1918 were a local emergency measure, issued as the new Bolshevik administration in Tashkent struggled to maintain any functioning monetary system in Central Asia. Supply lines from Moscow and Petrograd had broken down almost entirely, and the Tashkent branch printed its own denominations on whatever paper stock was available — which accounts for the significant variation in paper quality found across the series.

The broader Turkestan Autonomous Soviet Republic was simultaneously fighting off both White forces and the Basmachi resistance movement. Currency was politics made physical.
