Part of the Bank of Russia's long-running commemorative program celebrating childhood themes, this issue belongs to a series that drew occasional criticism for prioritizing mass appeal over numismatic distinction — the Russian mint produced these in volumes that ensured they would never be genuinely scarce. The .925 silver specification was standard for the 3-rouble proof program throughout this period, a format the CBR leaned on heavily in the 2000s and 2010s to generate collector revenue without issuing currency of any practical monetary weight.
