The 3 Rouble commemorative series issued by the Bank of Russia has long functioned as a vehicle for institutional self-promotion, and this 2016 entry marking the history of savings banking in Russia is squarely in that tradition. Organized savings in Russia dates to the establishment of the first state savings banks in St. Petersburg and Moscow in 1841 under Nicholas I, institutions that were explicitly modeled on earlier European mutual savings bank experiments but placed under direct state control from inception — a structural choice with consequences that persisted through the Soviet Sberbank monopoly and into the post-Soviet period.
