Obverse description At centre, the double-headed eagle emblem of the Bank of Russia after the design of Ivan Bilibin, set within a beaded circle. The semicircular legend «БАНК РОССИИ» (Bank of Russia) curves below the eagle within the inner circle. Along the upper rim, the denomination legend «ТРИ РУБЛЯ» (Three Roubles); along the lower rim, the date «1999». To the left of the eagle in the field, the alloy designation and fineness mark (Ag 900); to the right, the fine metal content and the Moscow Mint privy mark (ММД).

Issued to mark the 275th anniversary of the Russian Academy of Sciences, founded by Peter the Great in 1724 — though it did not formally open until 1725, a year after his death. The Academy was modeled on the Académie des Sciences in Paris and the Royal Society in London, and its first members were predominantly German and Swiss scholars recruited from abroad, as Russia had virtually no domestic scientific establishment to draw from.
