Obverse description At centre, the two-headed eagle emblem of the Bank of Russia, after the design by Ivan Bilibin, is displayed within a beaded circle. A semicircular legend «БАНК РОССИИ» (BANK OF RUSSIA) curves below the eagle within the inner circle. The upper rim legend reads «ТРИ РУБЛЯ» (THREE ROUBLES) and the date «1999» appears at the lower rim. To the left of the central device, the alloy designation and fineness «Ag 900» are inscribed in the field, while to the right appear the fine metal content «31,1» and the Saint Petersburg Mint mark «СПМД».

Reverse description The reverse features a panoramic view of the main building of Saint Petersburg State University as a backdrop, before which appear portrait busts of four distinguished scientists associated with the institution: А.А. Ухтомский (A.A. Ukhtomsky), В.И. Смирнов (V.I. Smirnov), В.А. Фок (V.A. Fock), and Д.И. Менделеев (D.I. Mendeleev), each identified by an inscription below their respective likeness. The university's emblem is placed at the lower portion of the field. The encircling rim legend reads «САНКТ-ПЕТЕРБУРГСКИЙ ГОСУДАРСТВЕННЫЙ УНИВЕРСИТЕТ» (THE STATE UNIVERSITY OF SAINT PETERSBURG) above, and «ОСНОВАН В 1724 ГОДУ» (FOUNDED IN 1724) below.
