Obverse description At center, the double-headed eagle after the design of Ivan Bilibin is depicted in the field, serving as the State Emblem of the Russian Federation. Inscribed in a circular legend along the upper rim is «3 РУБЛЯ 1994 г.» (3 ROUBLES 1994), while «БАНК РОССИИ» (BANK OF RUSSIA) appears along the lower rim. Below the eagle, metallic specifications are engraved in the field, including the alloy designation «Ag 900», the Leningrad Mint monogram «ЛМД», and the fine metal content «31.1» (grams of pure silver). The overall design is rendered in a restrained, heraldic style consistent with the Russian Federation commemorative series of the early 1990s.
