Sochi's municipal administration issued this 3 Rouble note during a period of acute governmental fragmentation across the Russian south. By 1919, the region had passed through Bolshevik, White, and independent local control in rapid succession, and municipal scrip of this kind filled the void left by the collapse of reliable currency supply from any central authority. Sochi was briefly under the jurisdiction of various competing forces, and local administrations resorted to issuing their own fractional and low-denomination notes simply to keep commerce moving.
P#S585A is scarce. Sochi municipal issues from this period were produced in small quantities and circulated hard in a town that had no shortage of economic disruption.
