The Slutsk District Zemstvo issued these notes during the chaotic months of 1918 when the collapse of central authority left local administrations across the former Russian Empire scrambling to create functioning exchange media. Zemstvo scrip of this type was purely a local emergency measure — accepted within the district but nowhere else, and often treated with suspicion even there.
The handstamp is the note's only security feature, applied to authenticate individual copies at the point of issue. Forgery was a genuine concern with zemstvo emissions, and many circulating counterfeits of similar provincial scrip are known from this period. Authentication of the handstamp impression is worth close attention.
