The Provisional Siberian Administration was one of several competing anti-Bolshevik authorities scrambling to establish financial credibility in 1918–1919. This 3-rouble note belongs to a currency environment so fragmented that different White Army-controlled zones issued their own parallel paper, often refusing to honor each other's notes. The Siberian issues circulated alongside Kerensky-era roubles, Kolchak notes, and locally printed scrip — a monetary patchwork that accelerated public distrust and hoarding of anything tangible.
Pick S872 falls within the "Second Provisional" designation, distinguishing it from the earlier Siberian Regional Government emissions. Kolchak's forces absorbed this administration into his All-Russian Government structure in late 1918, making the window of issue for these notes extremely short.
