The St. Petersburg International Economic Forum has been held annually since 1997, initially as a regional event before Vladimir Putin's government repositioned it after 2000 as Russia's answer to Davos — a platform for projecting economic credibility and attracting foreign investment. By 2016, Western sanctions imposed after the 2014 annexation of Crimea had severely thinned the roster of attending heads of state and major Western firms, giving that year's forum an unusually defensive political tone beneath the official optimism.
