Pick 87 belongs to the vast emission of small-denomination notes produced by the old imperial printing works — the Expedition for the Procurement of State Papers — operating under successive governments during the revolutionary period. The same facility had printed Tsarist issues for decades, and in 1918 it was simply continuing to run presses under new political arrangements, with relatively little change to the physical notes themselves.

The 1918 small-format rouble notes circulated alongside dozens of competing regional, municipal, and military issues, all trading at wildly different effective rates. Three roubles was negligible purchasing power even at issue.
