Russia's Finance Ministry marked its bicentennial in 2022, having been established by Alexander I in 1802 to consolidate imperial fiscal administration following chronic budget disorder under Paul I. The ministry oversaw some of the most turbulent monetary episodes in Russian history — the Crimean War financing crisis, the Witte-era gold standard adoption of 1897, and the Soviet-era transition back to centralized state banking.
These commemorative 3-rouble silver issues from the Bank of Russia are produced in strictly controlled mintages and rarely enter circulation.
