Nikolsk-Ussuriisk (now Ussuriysk, Primorsky Krai) was deep in the chaos of the Russian Far East during 1919 — White Army forces, Japanese interventionist troops, and various local authorities all operated in the region simultaneously, each issuing their own scrip as central banking infrastructure collapsed entirely. The Organisation of State Agricultural Warehouses was one of dozens of ad hoc local institutions that filled the vacuum, backing their notes against commodity stores rather than any monetary reserve.
These warehouse-backed instruments were technically obligations redeemable against agricultural goods in kind — a pragmatic fiction, given the conditions. Survival rate is low; most Far Eastern provisional issues of this period were rendered worthless within months and discarded accordingly.
