In 1918, the collapse of central authority across the former Russian Empire forced regional and municipal bodies to issue their own emergency money — not by choice, but because Kerensky notes and Imperial roubles had either vanished into hoarding or become practically useless for small transactions. The Mogilev Regional Administration was one of dozens of such bodies that stepped into the vacuum, issuing low-denomination scrip to keep local commerce moving.
Mogilev itself changed hands repeatedly during this period — Soviet, then German under Brest-Litovsk, then briefly under various White-aligned forces. Establishing exactly under which political authority this note was prepared or actually circulated is difficult, and catalogers should treat any provenance claims with appropriate skepticism.
