Kemerovo Oblast, situated in the Kuzbass coal basin of western Siberia, was formally established in January 1943 — a wartime administrative decision driven by the need to manage the region's coal and steel output, which had become critical after German forces overran industrial centers in western Russia. This coin was issued to mark the oblast's 75th anniversary of that founding.

The Bank of Russia's regional commemorative rouble series, running since the 1990s, has produced hundreds of types; collector demand for individual issues varies sharply by subject, with Siberian regional pieces generally drawing modest secondary-market premiums over face.
