Issued to mark Russia's hosting of the 2014 World Judo Championships in Chelyabinsk, this is one of dozens of commemorative three-rouble silver pieces the Bank of Russia has struck for sporting events over the past two decades — a program so prolific that secondary market premiums over melt are minimal for most issues in the series. Chelyabinsk was a deliberate choice of venue, a closed Soviet-era city only opened to foreigners in 1992, selected partly to signal regional development in the Urals.
