The SVR (Sluzhba Vneshney Razvedki) was formally established by Boris Yeltsin in December 1991 as the direct successor to the KGB's First Chief Directorate, separating foreign intelligence from domestic security functions at the moment the Soviet state itself dissolved. Russia has issued collector coins honoring its intelligence services with some regularity since the late 1990s, part of a broader commemorative program covering state institutions — the FSB, FSO, and GRU have all received similar treatment. This SVR issue was struck in 2022, the same year Russia launched its full-scale invasion of Ukraine, lending the subject matter an unavoidable political charge regardless of numismatic intent.
