VUTsIK — the All-Ukrainian Central Executive Committee — ran a parallel economy of state enterprises in the early 1920s that briefly required its own internal scrip. This 3 Rouble note was issued by the Administration of Economic Enterprises, a body managing Soviet Ukraine's nationalized commercial operations during the NEP transition period, when chronic cash shortages at the enterprise level made locally issued substitutes practically necessary.
The Pick S300 designation places it firmly in the Ukrainian Soviet-era special issues — scarce today largely because scrip of this type was never meant to survive its immediate administrative purpose.
