The 1934 Soviet treasury note series — of which this 3 Rouble piece is part — was issued under the Narodny Komissariat Finansov rather than the State Bank, a deliberate administrative distinction that classified these as kaznachieyskie bilety, treasury obligations, rather than bank notes proper. The difference was ideological as much as functional: the Soviet state was signaling that currency issuance was a planning instrument, not a credit mechanism tied to any banking institution.

This series replaced the 1928 issues following the consolidation of the monetary reforms that had begun with the chervonets stabilization a decade earlier. The 1934 notes circulated alongside Gosbank chervontsy of higher denominations, with the treasury notes handling small daily transactions throughout the mid-Stalin period.
