The State Bank series of the early 1880s marked a deliberate shift in Russian monetary policy following the financial strains of the 1877–78 Russo-Turkish War. These notes were issued under the terms of a broader stabilization effort, though full convertibility to metal remained suspended — the rouble wouldn't return to a gold standard until Witte's reforms of 1897.
The three-rouble denomination had a long history in Russian paper money, dating back to assignat issues of the late eighteenth century. By the 1882 series it was among the lower-value notes in active retail circulation, which means survivors in any reasonable condition are genuinely harder to find than the higher denominations that saw less handling.
