The 1947 Soviet monetary reform, announced without warning on 14 December, gave citizens one week to exchange old notes at punishing rates — 10 old roubles to 1 new for amounts above 3,000. The reform was explicitly designed to wipe out wealth accumulated through wartime black markets and speculation, and it succeeded. Ordinary wage earners fared reasonably; anyone holding undeclared cash hoards did not.
The "15 scrolls" designation distinguishes this variant within the 1947 series — Goznak produced multiple die states with differing guilloche scroll counts on the reverse, a detail relevant to collectors but invisible in general circulation.
