This note was issued under German occupation during the Reichskommissariat Ostland administration, which replaced Soviet-issued currency still circulating in Lithuania following the 1941 invasion. The "3 Punkte" — three points — denomination was part of a food-rationing coupon system rather than conventional currency, used to allocate goods rather than facilitate open market exchange. The distinction matters: these were not banknotes in the monetary sense but controlled-economy instruments with a specific, narrow function.
Yellow paper was used as a deliberate differentiator between denominations within the series. The Kulo reference places this among the better-documented Lithuanian occupation scrip, though surviving examples in intact condition are genuinely uncommon given the disposable nature of rationing documents.
