Frederick William IV took the Prussian throne in 1840 with genuine reformist instincts that never quite translated into policy. These copper Pfenninge circulated through a kingdom still running a fragmented monetary system — Prussia wouldn't fully commit to the Vereinsmünze framework until 1857, and small copper denominations like this one remained deeply local in character, accepted grudgingly outside Brandenburg and often rejected altogether in the western provinces.
