Waldeck-Pyrmont's 3 Pfennig issues of this period reflect the patchwork financial reality of the smaller German principalities, where copper coinage was struck locally to fill gaps left by larger denominational systems controlled by more powerful neighbors. Charles August Frederick ruled Waldeck from 1728 until his death in 1763, a tenure long enough to produce several distinct copper issues but too modest in political weight to draw much attention from contemporary monetary reformers. The Kreis system nominally regulated such emissions, but enforcement among the minor Westphalian states was inconsistent at best.
