Witten's municipal government joined the Notgeld flood of 1920 as the postwar small-coin shortage reached its worst point — German mints simply could not strike low-denomination coinage fast enough to meet demand, and cities, towns, and even individual businesses filled the gap with printed paper. A 3-Pfennig denomination is notably low even within Notgeld, where 5, 10, and 25 were far more common. The Magistrat presumably needed it to replicate an exact coin value in circulation.
The DeNG reference suffix "b" indicates a recognized variety — likely a paper stock or color difference from the "a" issue, though both were current simultaneously.
