Marshall Hole was Civil Commissioner of Bulawayo during the Second Matabele War's aftermath and the early consolidation of the British South Africa Company's administration. This threepenny card was emergency scrip — coin had effectively vanished from circulation in Bulawayo by 1900, drained by the demands of the South African War to the south and persistent hoarding. The Chronicle Printing Works produced it locally, which shows in the rudimentary typography.

Hole signed personally. That level of individual accountability was typical of BSAC-administered territories, where colonial officials rather than formal banking institutions bore direct responsibility for fiduciary instruments.
