Reed Banknote Company is a small private security printing operation run by Richard J. Reed out of Sarasota, Florida, producing novelty and promotional notes rather than legal tender currency. The "Ocean Dollars" series — of which this is the 3-unit denomination — is a privately issued fantasy note with no monetary backing, circulating entirely as a collectible or educational piece.
Reed has produced similar themed series for various causes and collectors. The paper composition and intaglio-style printing are designed to mimic genuine banknote production, which is the actual point of interest here: a one-man operation replicating the craft of a central bank printer.
