Delbrück was a small Westphalian market town with no municipal banking infrastructure of its own, which made the issuance of notgeld like this a purely pragmatic response to the coin shortages that crippled small-denomination commerce in Germany through 1920–1921. Louis Koch of Halberstadt handled printing for dozens of these municipal emergency issues across the region — a commercial printer, not a specialist security firm, which is exactly what local authorities could afford and access quickly.

The designer credit to H. Niediek of Paderborn is the detail worth noting: local artistic commissions for notgeld were common, and Paderborn was the nearest significant cultural and ecclesiastical center to Delbrück, making the connection geographically logical rather than incidental.
