Fernando VII's Navarrese coinage was struck under the Fueros — the ancient charter privileges that exempted Navarre from Castilian monetary law and permitted the kingdom to maintain its own mint at Pamplona long after the rest of Spain had been absorbed into a unified coinage system. This 3 Maravedis issue falls squarely in the final years of Fernando's reign, a period consumed by the succession crisis that would ignite the First Carlist War within months of his death in 1833.
Pamplona's output during these years was modest, and Navarrese copper circulated in a geographically constrained area.
