Franz II issued these copper 3 Kreuzer pieces during a period of severe monetary strain brought on by the French Revolutionary Wars. Austria's silver and gold reserves were being drained to finance successive military campaigns against France, forcing an increasing reliance on copper coinage for everyday transactions. The Banco-Zettel paper currency was already depreciating badly — the copper coinage that circulated alongside it fared little better in public confidence.
