Franz II issued this copper 3 Kreuzer during a period of severe fiscal strain brought on by the French Revolutionary Wars — Austria was financing repeated military campaigns against France, and the copper coinage bore much of the burden as silver and gold drained from circulation. The 1799 date places it squarely in the year of the War of the Second Coalition, when Habsburg finances were under acute pressure from both military expenditure and the costs of maintaining a fractured alliance.

The KM#2115.1 designation reflects a specific mint variety within a larger series struck across multiple Austrian facilities. Herinek's numbering spanning 1038–1040 indicates at least three distinguishable die or mint variants for this year alone.
